I have etc. to acknowledge the

receipt of your Secret despatch of the 19th

March, 1927, regarding the policy of the

Colonial Govt. in connection with political

refugees from China residing in Hong Kong.

I agree that the sanctuary principle,

subject to the limitations mentioned

by Sir R. E. Stubbs, as indicated in

para. 5. of your despatch, should be adhered

to, and I approve the continuance of the

present policy.

I am aware that the interpretation

of this policy must to some extent depend

on the nature of the relations existing

between Hong Kong and Canton. During
